Known for her strategic thinking and leadership, Tamara is adept at defining long-term visions, steering change management efforts, and introducing operational best practices that optimize productivity and results.

Throughout her career, Tamara has held significant roles in various esteemed organizations. At YouTube, she led the global creator growth and platform strategy, revolutionizing marketing communications and content strategies for a vast creator community. As Vice President of CEM Growth & Loyalty at Western Union, she transformed the company's consumer engagement suite and loyalty programs, driving the transition from retail to digital platforms. Additionally, at Live Nation Entertainment, she developed strategies for Ticketmaster’s digital marketing channels, significantly boosting revenue and fan engagement.

Her diverse skill set includes leading multilingual teams, public outreach, and policy analysis, making her a versatile leader adept at navigating complex global environments. With significant experience in West Africa and Latin America, Belinda is known for her strategic approach to addressing diverse audiences and fostering effective communication strategies.


Belinda's career highlights include her role as Director at YouTube Rapid Response. At the U.S. Department of State, she served in various high-impact positions, such as Acting Deputy Assistant Secretary for Public Diplomacy in the Bureau of African Affairs, Director of the Operations Center, and Deputy Chief of Mission at the U.S. Embassy in Kigali, Rwanda. Her tenure in these roles involved managing crisis situations, leading public diplomacy efforts, and enhancing the cultural exchange programs that strengthened international relations.

Her expertise spans across customer experience strategy, digital product management, and innovation. Cecilia has created and scaled new consumer products and services across different industries and global organizations throughout her career.


Cecilia has held senior leadership roles at prominent organizations such as YouTube (Google), Blue Shield of California, and American Express. At YouTube, she transformed customer operations and improved customer engagement with the platform.. At Blue Shield of California, she modernized contact centers and member communications, resulting in substantial improvements in customer experience metrics. During her tenure at American Express, she led the development of customer-centric digital servicing strategies across 23 countries, pioneering new digital experiences and driving omni-channel integration.
